A sea turtle's beautifully patterned flipper appears as an angel wing. The green sea turtle is protected under the Endangered Species Act (ESA), which lists Hawaiian green sea turtles as a threatened species, and the U.S. Fish and Wildlife Service (FWS) and NOAA Fisheries are responsible for their conservation. The waters in which it thrives is protected by the U.S. Army Corps of Engineers (USACE) which has jurisdiction over "Navigable Waters of the United States" and "Waters of the United States" under the Rivers and Harbors Act and the Clean Water Act.
