This is the Old Baltimore and Ohio Railroad Bridge with the Maryland Heights Cliffs in the background. This bridge connects two states and was destroyed and rebuilt a number of times during the Civil War because of its importance. It is also known for being the point of entry for John Brown's abolitionists.
